UK government.
Life Peers are awarded their position as a reward for long service in government. It means they get a permanent position in government and don't have to be elected any more.
The democratically elected House of Commons decides which people become Life Peers.
Unlike hereditary peers, life peers cannot pass their status on to their children.
Sounds odd but it works really well and acts as a good balance.
