第一条
大日本帝国ハ万世一系ノ天皇之ヲ統治ス
The Great Japanese Empire is ruled by an Emperor of lineage eternally unbroken.
Dainippon Teikoku wa mansei-ikkei no tennou kore wo touchi su.
大日本帝国は、万世一系の天皇が之を統治する。
Dainippon Teikoku wa, mansei-ikkei no tennou ga kore wo touchi suru.
第二条
皇位ハ皇室典範ノ定ムル所ニ依リ皇男子孫之ヲ継承ス
The title of Emperor shall be inherited by the Emperor's son pursuant to the rules of succession.
Koui wa koushitsu tenpan no sadamuru tokoro ni yori koudanshison kore wo keishou su.
皇位は皇室典範の定める所により、皇男子孫がこれを継承する。
Koui wa, koushitsu tenpan no sadameru tokoro ni yori, koudanshison ga kore wo keishou suru.
第三条
天皇ハ神聖ニシテ侵スヘカラス
The Emperor is divine; his person is inviolate.
Tennou wa shinsei ni shite okasu bekarazu.
天皇は神聖であり、天皇を侵してはならない。

第四条
天皇ハ国ノ元首ニシテ統治権ヲ総攬シ此ノ憲法ノ条規ニ依リ之ヲ行フ
The Emperor shall be the head of state, vested with sovereign power, which power the Emperor shall exercise pursuant to this Constitution.
Tennou wa kuni no genshu ni shite touchiken wo souran shi kono kenpou no jouki ni yori kore wo okonau.
天皇は、国の元首であり、統治権を総攬し、この憲法の定める所により、これを行使する。

第五条
天皇ハ帝国議会ノ協賛ヲ以テ立法権ヲ行フ
The Emperor shall exercise the legislative power with the consent of the Imperial Diet.

天皇は、帝国議会の協賛で立法権を行使する。

第六条
天皇ハ法律ヲ裁可シ其ノ公布及執行ヲ命ス
The Emperor shall have the power to promulgate laws and to order their proclamation and enforcement.
Tennou wa houritsu wo saika shi sono koufu oyobi shikkou wo meizu.
天皇は、法律を裁可し、その公布及び執行を命ずる。
Tennou wa, houritsu wo saika shi, sono koufu oyobi shikkou wo meizuru.
第七条
天皇ハ帝国議会ヲ召集シ其ノ開会閉会停会及衆議院ノ解散ヲ命ス
The Emperor shall have the power to convoke the Imperial Diet, and to declare its sessions opened, adjourned, and suspended, and to dissolve the House of Councillors.
Tennou wa Teikoku Gikai wo shoushuu shi sono kaikai heikai teikai oyobi Shugiin no kaisan wo meizu.
天皇は、帝国議会を召集し、その開会、閉会、停会及び衆議院の解散を命ずる。

第八条
１
天皇ハ公共ノ安全ヲ保持シ又ハ其ノ災厄ヲ避クル為緊急ノ必要ニ由リ帝国議会閉会ノ場合ニ於テ法律ニ代ルヘキ勅令ヲ発ス
The Emperor shall preserve the public safety, and, in order to prevent imminent danger, may issue edicts with the force of law when the Imperial Diet is not in session.
Tennou wa koukyou no anzen wo hoji shi mata wa sono saiyaku wo sakuru tame kinkyuu no hitsuyou ni yori Teikoku Gikai heikai no baai ni oite oite houritsu ni kawaru beki chokurei wo hatsusu.
天皇は、公共の安全を保持し、又はその災厄を避けるため、緊急の必要に応じ、帝国議会が閉会中である場合に、法律の拘束力を有する勅令を発する。

此ノ勅令ハ次ノ会期ニ於テ帝国議会ニ提出スヘシ若議会ニ於テ承諾セサルトキハ政府ハ将来ニ向テ其ノ効力ヲ失フコトヲ公布スヘシ
Such edicts shall be submitted to the Imperial Diet when the next legislative session begins. If the Diet does not approve any such edict, the Government shall issue a proclamation stating that such edict shall henceforth be without force or effect.
Kono chokurei wa tsugi no kaiki ni oite Teikoku Gikai ni teishutsu subeshi. Moshi Gikai ni oite shoudaku sezaru toki wa seifu wa shourai ni muite sono kouryoku wo ushinau koto wo koufu subeshi.
この勅令は、次の会期に帝国議会に提出しなければならない。議会は承諾しない場合、政府は、将来に向いて、当該勅令がその効力を失う旨公布しなければならない。

第九条
天皇ハ法律ヲ執行スル為ニ又ハ公共ノ安寧秩序ヲ保持し及臣民ノ幸福ヲ増進スル為ニ必要ナル命令ヲ発シ又ハ発セシム但シ命令ヲ以テ法律ヲ変更スルコトヲ得ス
In order to enforce the laws or to preserve the public order and safety and to promote the happiness of the subjects, the Emperor may issue or cause to be issued all necessary orders, provided, however, that no order may amend a law.
Tennou wa houritsu wo shikkou suru tame ni mata wa koukyou no anzen no annei chitsujo wo hoji shi oyobi shinmin no koufuku wo zoushin suru tame ni hitsuyou naru meirei wo hatsushi mata wa hatsuseshimu. Tadashi meirei wo motte houritsu wo henkou suru koto wo ezu.
天皇は、法律を執行するために、又は公共の安寧秩序を保持し、及び臣民の幸福を増進するために、必要な命令を発し、又は発させる。但し、命令によって法律を変更することが出来ない。
Tennou wa, houritsu wo shikkou suru tame ni, mata wa koukyou no annei chitsujo wo hoji shi, oyobi shinmin no koufuku wo zoushin suru tame ni, hitsuyou na meirei wo hatsushi, mata wa hatsusaseru. Tadashi, merei ni yotte houritsu wo henkou suru koto ga dekinai.
第十条
天皇ハ行政各部ノ官制及文武官ノ俸給ヲ定メ及文武官ヲ任免ス但シ此ノ憲法又ハ他ノ法律ニ特例ヲ掲ケタルモノハ各〃其ノ条項ニ依ル
The Emperor shall set the remuneration of the officials of the several administrative departments, and shall appoint literary and military officers, provided, however, that differing provisions in laws or this Constitution, when applicable, shall be applied.
Tennou wa gyousei kakubu no kansei oyobi bunbukan no houkyuu wo sadame oyobi bunbukan wo ninmen su. Tadashi kono kenpou mata wa hoka no houritsu ni tokurei wo agetaru mono wa onoono sono joukou ni yoru.
天皇は、行政各部の官制及び文武官の俸給を定め、文武官を任免する。但し、この憲法又は他の法律に特例を揚げたものは、各々その条項による。
Tennou wa, gyousei kakubu no kansei oyobi bunbukan no houkyuu wo sadame, bunbukan wo ninmen suru. Tadashi, kono kenpou mata wa hoka no houritsu ni tokurei wo ageta mono wa, onoono sono joukou ni yoru.
第十一条
天皇ハ陸海軍ヲ統帥ス
The Emperor shall be the commander-in-chief of the land and naval forces.
Tennou wa riku-kaigun wo tousui su.
天皇は陸海軍を統帥する。
Tennou wa riku-kaigun wo tousui suru.
第十二条
天皇ハ陸海空軍ノ編制及常備兵額ヲ定ム
The Emperor shall determine the organisation and force of the standing army.
Tennou wa riku-kaigun no hensei oyobi joubi heigaku wo sadamu.
天皇は陸海軍の編制及び常備兵額を定める。
Tennou wa riku-kaigun no hensei oyobi joubi heigaku wo sadameru.
第十三条
天皇ハ戦ヲ宣シ和ヲ講シ及諸般ノ条約ヲ締結ス
The Emperor shall have the power to declare war and to make peace, as well as to enter into treaties of all kinds.
Tennou wa sen wo senshi wa wo kouji oyobi shohan no jouyaku wo teiketsu su.
天皇は戦争宣告をし、平和を講じ、及び諸般の条約を締結する。

第十四条

天皇ハ戒厳ヲ宣告ス
The Emperor shall have the power to declare martial law.

戒厳ノ要件及効力ハ法律ヲ以之ヲ定ム
The requirements for a declaration of martial law, as well as the effects of such declaration, shall be determined by law.
Kaigen no youken oyobi kouryoku wa houritsu wo motte kore wo sadamu.
戒厳の要件及び効力は法律で定める。
Kaigen no youken oyobi kouryoku wa houritsu de sadameru.
第十五条
天皇ハ爵位勲章及其ノ他ノ栄典ヲ授与ス
The Emperor shall have the power to bestow titles of nobility and other emoluments.
Tennou wa shakuikunshou oyobi sono ta no eiten wo juyo su.
天皇は、爵位勲章及びその他の栄典を授与する。
Tennou wa, shakuikunshou oyobi sono ta no eiten wo juyo suru.
第十六条
天皇ハ大赦特赦減刑及復権ヲ命ス
The Emperor shall have the power of pardon, mercy, and rehabilitation.
Tennou wa taisha tokusha genkei oyobi fukuken wo meizu.
天皇は、大赦、特赦、減刑及び復権を命ずる。
Tennou wa, taisha, tokusha, genkei oyobi fukuken wo meizuru.
第一七条

摂政ヲ置クハ皇室典範ノ定ムル所ニ依ル
Regents shall be appointed pursuant to the rules of succession.
Sesshou wo oku wa koushitsu tenpan no sadamuru tokoro ni yoru.
摂政を任命する場合は、皇室典範の定める所に依る。
Sesshou wo ninmei suru baai wa, koushitsu tenpan no sadameru tokoro ni yoru.

摂政ハ天皇ノ名ニ於テ大権ヲ行フ
The regent shall exercise sovereign power in the name of the Emperor.
