The character in the
Police Academy movies that could make
funny noises with his mouth. He started out as a
cadet in the first movie, then quickly progressed to the rank of
Sergeant by
Police Academy 3, where he has remained since. I guess there's a
glass ceiling for funny sounding
black police officers these days.
He is played by Michael Winslow, who really does make those sounds.
