Penelope Miller with the intent of publishing serious but fun literature.
The Ministry publishes magazines, books, and fiction anthologies and is works with the Council for Literature of the Fantastic.
They have an interesting electronic novel called Metro, at http://www.mindspring.com/~toones/metro/metro.html and publish such works of wonder as The Troika.
