In 1599, A. M. tr.'s Gabelhouer's Book Physicke :

Insunde thereon, of the beste oyle Olive, as much as wille cover the floscles
and in 1770, in C. Smart's Hop Garden :
The hop ... began to hang Its folded floscles from the golden vine.

Robert Cawdrey's A Table Alphabeticall defines floscles simply as flowers.
