Unicode 2.1 was released in early 1998. The first public release was Unicode 2.1.2 in
May 1998. This was followed by updates to Unicode 2.1.5 in
August, 1998, Unicode 2.1.8 in
December 1998 and Unicode 2.1.9 in
April 1999. The previous version was
Unicode 2.0 and the next version is
Unicode 3.0.
The Unicode Consortium defines Unicode 2.1 as : The Unicode Standard, Version 2.0

Although packed with revisions and changes, Unicode 2.1 adds only two new characters :
