As with so many of the early Unicode code blocks, Arabic overflowed its original allocation, and so a supplemental block was added in Unicode 4.1.

The supplemental characters are primarily for the languages used in Northern and Western Africa, such as Fulfulde, Hausa, Songhoy and Wolof. In the second half of the twentieth century, the use of the Arabic script was actively promoted for these languages.
