Kousuke Fujishima is the
manga artist responsible
Oh My Goddess! and
You're Under Arrest!, both of which have had portions translated and published in English by Studio Proteus and Dark Horse comics.
He has also worked as a character designer on several projects, but the only one I can think of easily is the Sega Saturn game-cum-animated series, Sakura Wars, otherwise known as Sakura Taisen.
Given his propensity for including fantastically detailed automobiles and motorcycles, and the fact that several main characters in both his famous manga are motorheads, it's reasonable to conclude that he is something of a mecha-freak himself. Anytime a car, motorcycle, or any other mechanical object from real life appears, it is always drawn with draftsman-like accuracy. I'm sure he's a motorcyclist.
