When completed the sentence should read "Look at all this freaking snow." As of now, although still under construction as of 16-Feb-1979, it reads "Observe the snow. It fornicates".
The acronym is used mostly in the newsgroup alt.fan.cecil-adams, and means "Observe the book. It fornicates.", or RTFM. This is an answer to someone asking the same question for the 69,105th time when the Man Himself had already answered it in one of the The Straight Dope books.
