You can blow off a person to be rude, or to ignore rudeness. You can blow off responsibilities, sometimes to great detriment and sometimes for the greater good. You can blow off extraneous things that don't really matter, which is a good way of reducing worries.
This is completely different from suck off (one of George Carlin's synonyms for a blow job).
