This is an acronym for "International Committee for the Defense of the Breton Language." The United States branch of this committee was incorporated as a not-for-profit organization on October 20, 1981.

The US branch publishes a newsletter four times per year (February, May, August, and November). The name of the newsletter is "Bro Nevez" which means "New Country" in Breton. This traditional Celtic language is spoken daily by maybe a half-million inbabitants in Brittany.

The Breton language faced possible extinction since the majority of the inhabintants speak French. Only recently has the Breton language begun to be incorporated into schools in Brittany.
