Combination of the words Wessi and Besserwisser. Used by East Germans to describe a particulary annoying brand of Wessi who, after the fall of the Berlin wall, came to the East for various reasons and proceeded to tell the Ossis how inferior everything in their country was and how exactly they should run things from now on. The dislike was intensified by cases where Besserwessis tried to run East German companies their way and only succeeded in destroying them, either because they didn't understand the environment or because they had planned just that and put some money into their own pockets in the process.

Nowadays the differences between East and West Germany have diminished, but some claim that there is still a Mauer in den Köpfen.
