This "smart drug" is some sort of machine/chemical/something that accelerates a person's mind, bringing them more to the speed of the Wired which makes their view of physical reality slow down significantly.
Some see this as a connection between computer technology and drugs, how they can do strange and unbelievable things to the mind while being very dangerous to a person if used in large amounts or abused.
