war dial - verb

War dialing from your computer and modem requires special software to automatically call a range of telephone numbers. The purpose of which would be to find phone numbers with modems. Old school hackers armed with the log of phone numbers that responded with modems would have a list of targets for their attention. War dialer software has been seen in the movie War Games.

Having your comm software automatically dial and redial BBSes would be considered war dialing. By constantly dialing the BBS when it is busy will most likely make you the next person to log onto the board when the current user logs off.

Constantly hitting redial on your phone to be the next person connected with a number can be considered war dialing as well. People would do this to be a certain caller on radio promotions.
