Not someone who just can't get laid. Someone who has had the opportunity and declined it, for whatever reason. Typical reasons are religion and fear of VD.
Some virgins are waiting until marriage or until they're sure they've met the "one" because they don't want to complicate their mental relationships with physical ones. It's easy to hop into bed with anyone, but it's something else entirely to have a true mental connection with someone. Some people can tell the difference between the two relationships, but some of these virgins either can't or don't want to take the chance that they won't. It's not necessarily a life philosophy for everybody, but it works for those who follow it.
