vio is one of the two electrical factors in a split voltage microcircuit, usually a CPU; the other factor being vcore. vio stands for Voltage Input/Output, and is the voltage applied to power the CPU<->Bus communications. Most motherboards run at 3.3 volts (thought not always), and so, generally, vio will be 3.3 volts (again, not always)while the vcore will be much lower to reduce heat and increase clock speed.
