If used as synonym for gun control, constitutes a logical fallacy, namely a hasty generalization - the aim of gun control is, of course, to disarm everybody, in order to generally reduce the lethality of conflicts. In some cases, this might have the unfortunate effect of robbing someone of the means to defend themselves.

People who are for gun control believe that this is outweighted by more frequent positive effects, such as preventing stupid arguments from escalating into deadly violence, while gun rights people believe that this will be the most frequent effect. The more fanatical ones then use this charged rethoric which, IMO, marks them as frothing-at-the-mouth nutcases.
