A tropical cyclone with winds reaching at least 17 m/s. An increase in the windspeed to 33 m/s results in a hurricane.

The tropical storm stage (stronger than a tropical depression, not as strong as a hurricane/typhoon) is usually when these storms are given names for ease of communication with the public and between meteorologists (since there can be more than one tropical cyclone active at one time).
