One who "knows how to stroke the cat" is one who is adept at getting what (s)he wants out of something/someone. Often used in corporate or marketing environments, when referring to potential customers, or in computing environments, when referring to somewhat moody electrical equipment. In the latter case, this is suspected to keep the components in line, as cats are common sources of static electricity, and every decent electrical component knows to stay away from that.
