The rhinarium is the the moist 'naked' area on the end of the nose that surrounds the nostrils in most mammals.

Wet tissue can pick up scents better than dry tissue, so animals that depend on smelling for survival will have rhinariums. The primates went in for eyesight, so no rhinariums for humans. Dogs rely heavily on scent, and therefore they do have a rhinarium.
