An oracular device is a system of magic or the occult which is used to solve problems or assist in magic. The Tarot, I-Ching (when used as a coin and a book of patterns), and the Runes, among others, are considered oracular devices. Note that "solving problems" usually means "gain insight into better solutions to current or future problems", and not "predict the future".
