Radiation (of the electromagnetic variety) at a frequency low enough that photons do not have sufficient energy to ionize atoms with which they interact. This means that this kind of radiation is not capable of directly triggering chemical reactions, which means that it does not harm DNA. It can, however, give kinetic energy to molecules, and so have heating effects and possibly other effects.
