I believe I heard somewhere that this wasn't intended to be a catch phrase. It was just a CYA tactic to keep contestants from complaining that they were just about to change their minds after giving an incorrect answer.

Of course, hearing something nearly two dozen times in the stretch of an hour does have a tendency to get it stuck in your head. When this happens to tens of millions of people at once, a catch phrase is born.
