An institution or power structure which is to survive must behave in such a way as to enhance its own prospects for survival.

An institution which cannot command interest and loyalty, mobilize labor, and deploy resources will disintegrate.

These processes are analogous to the processes of life, and the creation, survival and demise of institutions resembles biological evolution.
