Inherent powers are the domain of the federal government usually by default since most states are not equipped (with either resources or authority) to deal with things like foreign policy. This is separation of power that happened more out of necessity than tussling between individual states and the federal government. The legislative decisions that fall into this category tend to be issues of more international scope.
