Infrared transmissivity is the fractional part of the infrared (longwave) radiation from the surface that escapes through the top of the atmosphere. You can think of it as an inverse expression of the greenhouse effect (the greater the infrared transmissivity, the lesser the greenhouse effect). A transmissivity of .60 means that 60% of the longwave radiation emitted by the earth leaves the earth/atmosphere .
