Huggies are at the bottom of a slippery slope: when two persons come together, and a huggie is on the cards, one of the parties usually make a small gesture of the arms towards the other. This makes both parties feel vunerable; if the gesture is not reciprocated quickly, the first party feels most awkward and may try to back out. This can get quite complicated and can lead to misunderstanding, with many back and forth movements. In summary, the closer one gets to actually having a huggie, the more awkward it is to back out, making an "almost but not quite" huggie a truly depressing experience.
Having said all this, I'd take the small chance of awkwardness any day - actually getting a huggie makes the risk well worthwhile.
