A Hire Car is a car hired for a short period from a
car rental company. In Britain they are usually fairly new and in good condition. Abroad they can be terrifying death traps. Watch out for fixed rental periods, VAT , fuel and insurance tat get added to the quoted figure.
Never buy a ex-hire car. It will have been thrashed.
