For stock options where fractions of the grant vest periodically over time, you are fully vested when the entire grant has vested--you may exercise the option to buy all the shares of stock you have been granted, and to sell them at your discretion. If your options reach this state, and if you are fortunate, you may gain the ability to say "Fuck You, I'm Vested".
