A scheme that allows you to set your own working hours (within predefined limits), as long as you work the requisite number of hours, e.g. you can work from 11 to 7 instead of 9 to 5, or miss half a day on Monday but make it up by working extra hours for the remaining four days of the week.
Hence, a device which allows workers the freedom to waste vast chunks of their lives at times convenient to them.
Having flexible hours at work would be a good thing. In theory we can come and go as we please assuming that we get 40 hours (and a mule) in a given week. In practice it means if you're not hear once when someone needs you you're in trouble. Therefore everyone has this rigid "flexible" schedule where they jealously stake out times that they will be gone.

Friday afternoon is a big flex period. Between all the Muslims (80% of the workforce here) who take a three hour lunch/mosque session on Fridays and all the heathens who take two hour Friday lunches at the strip club this place is empty.
