The dharma chakra, which means literally the law wheel (dharma meaning law and chakra meaning wheel) is one of the national emblems of India. The most common place it is featured is in the center of the flag of India.

The emblem was popularized, if not invented, during the reign of Ashoka (also spelled Asok or Asoka. After his conversion to Buddhism and his renunciation of violence as a policy vehicle, he used the dharma chakra to express the fact that India would be ruled by law, not by violence.

And to this day, the symbol resides on the national flag, announcing the same thing.

And yes, I know that the chakra also means discuss, which is a weapon, but not in the context of this symbol.
