A DEB is a Debian GNU/Linux package. DEBS were designed to make installation and uninstallation of Debian GNU/Linux programs easier. It's counterpart in Red Hat Linux is the RPM.

A UNIX "ar"chive file, consisting of tarballs that contain control/package dependency data and binary files for an application, library or documentation. The revolutionary method of software distribution used by Debian, and clearly beats the competiting methods (such as RPM used by Red Hat, which needs cpio and black magic to extract without the tools.)
