Used in describing an artificial neural network (such as a McCulloch-Pitts network), refers to the likelyhood that a given neuron's activation will in turn trigger the action of a neighboring neuron.

Interesting in the E2 context for two reasons. One, neurons in an artificial neural network are frequently referred to as nodes in the network. Two, soft links seem to evolve on the basis of their connection strengths.
