For most transnational corporations based outside the United States, bribery in a foreign nation is completely legal. Some countries even allow the corporations to put down bribes as a tax write-off. France comes to mind as one nation that has been very lax about this. The US has only made this a crime relatively recently (past 25 years or so?), and has been pushing other countries to do the same.
