A road not yet under the jurisdiction of the local municipality.

When developers build new subdivisions they lay out, create and pave the access roads. Such roads must meet approved local standards before the municipality will accept them into its traffic system.

Until the municipality agrees to accept them, these roads are unassumed. The developer, and not the municipality, is responsible for any repairs or changes. Traffic regulations are not usually enacted until the road is assumed, although the municipality will act if it feels public safety is at stake. Roadside garbage pickup need not be offered, although the municipality typically will do that, as a matter of public health and convenience.

In climates prone to snow and ice, the developer is sometimes also responsible for ploughing and sanding or salting the road surface. Dwellers in a new subdivision sometimes discover on the morning after the first heavy snowfall that the town snow plow will not be visiting them.
