A thuggish group of unofficially sanctioned state police most identified with Francois "Papa Doc" Duvalier's 15 year reign in the Carribbean nation of Haiti. Hunter S. Thompson compared the Tonton Macoutes to the Hell's Angels.

The paramilitary group was named after a baby-snatching bogeyman of Haitian voodoo and fairy tale. Unlike some of the even more violent groups that followed in their footsteps after the coup against Jean-Bertrand Aristide, the Macoutes often attempted to hide their individual identities, by covering their heads with hoods or dressing in women's clothing.
