To be Ta'veren means that signifigant and unlikely events happen all the time around you (i.e. plot devices). The three heroes in Wheel of Time are Ta'veren, which Jordan reminds the reader of about once for every three sniffs by women. Ta'veren is a term used solely in the Wheel of Time series(as far as I know).
