A speeder in terms of Vancouver's LRT system, known as 'Skytrain', is a dual-seater vehicle that runs off of the Skytrain rail tracks. The speeder is capable of running off of its own fuel (i.e. diesel) to propel itself down the track, in addition to having support for the Skytrain energized rails.

Speeders are commonly used after hours to inspect sections of the Skytrain track, haul crews out to work sites, or test various switches and track sensors.

Although I am unsure of this, I assume that speeders have some sort of interface to the linear inductor rail in order to do diagnostics on track sections, the automatic train control cable, and so on.
