These are the annoying individuals who are occasionally encoutered in public spaces whose enhanced artificial scent can be detected for yards around them. Apparently they think large amounts of perfume or cologne wafting down the street make them more interesting or attractive. Usually, they are wrong. While I have nothing against a pleasant and subtle bit of personal fragrance, many go way over the line of propriety.

Most commonly encountered in evenings on their way to bars, getting out of their SUVs, or teasing their over-hairsprayed coiffure, PCPeople are usually alone or in same-sex groupings. Couples seem to lack the desperation and need for attention that motivates this hyperaromatizing behaviour.
