In
nuclear warfighting this is one of the possible
preemptive strike attacks. A Pearl Harbor attack is a massive
counterforce attack.
Named after the Dec 7, 1941 attack on Pearl Harbor, this term does not mean an attack that comes without warning, the proper term for such an attack is Bolt Out Of the Blue. The attack on Pearl was amply forewarned, but those warnings were largely ignored.
