NUWC (pronounced noowick), is one of the Navy's main centers for the development of new underwater weaponry. It's primary location is in Newport, RI.
These guys get to play with all the best toys. One of their latest and most interesting was a supersonic underwater bullet. It was shaped in such a way that as it traveled, the tip vaporizes the water in front of it, so the rest of the bullet never even gets wet. Another was a sort of donut-shaped shockwave that could shatter concrete and such.
