President of Algeria from 1994 to 1999. Born in 1941, he was appointed as head of state by the High State Council on 31 January 1994. This continued until he was elected president by popular vote on 27 November 1995.

He tried to solve the continuing problems of the civil war, resulting from the cancellation of December 1991 elections won by an Islamist party, the FIS. In September 1998 he unexpectedly announced he would be stepping down early, and called a presidential election, which was won by former foreign minister Abdelaziz Bouteflika, who succeeded him on 27 April 1999.
