Jim Hunt was the governor of North Carolina from 1977 through 2001. He was the primary proponent of the education system of NC (or the lack thereof). During that time period, he founded NCSSM, the North Carolina School of Science and Mathematics. He also unveiled a plan to make North Carolina's schools first in the nation by 2010 called First In America. He was replaced in 2001 by Gov. Mike Easley.
