This series of talks was intended to reduce hostilities between NATO and Warsaw nations through the acceptance of the status quo in Europe. All European nations, Canada, and the US agreed to inviolable borders and respect for human rights and freedoms. The sole exception to this agreement in Europe was Albania. Despite good intentions, the accords were not treaties and were thus not legally binding.
