This is a
foreign policy advocated by some in the
United States. It can refer to a general policy for dealing with
undemocratic nations, or to
North Korea specifically. I will describe the
North Korean version, the other use varies enough in application that your
generalization is as good as any other.
Advocates of hawk engagement believe we should negotiate with North Korea, not under the illusion they are negotiating in good faith, but so that the world will see that negotiation was tried and failed, and understand the need for more drastic measures. Clearly implied is the belief that North Korea is negotiating in bad faith. Advocates of hawk engagement believe that every concession made by North Korea is a temporary expedient, and that their firm goal is the violent overthrow of South Korea followed by the further spread of communism.
