Colloquial term used by Navy personnel to describe a mess without reverting to their native rabid cursing. 'Ex' is a shortening of exercise which are maneuvers the U.S. military periodically to practice blowing people up for being errant, and in their eyes, naughty.
Usage: "Man, what a fucking FlailEx, I went down to supply and they gave me paper towels when we ordered screws."
