An Emergency Operations Center or EOC is typically a command center for a local, county or state government to get all the movers and shakers from various public service agencies in the same room and make sure they have a computer, telephone and radio to communicate with the people that they administer when the shit hits the fan. In the event of a natural disaster in Baltimore County, for example, the EOC would be opened up so that adminstrators from the county police, state police, county fire department, power company, board of education, sanitation department, and many others could all be on the same page and communicate to each other quickly.
