DiC Sonic the Hedgehog cartoon, Julian was the head of the millitary on the planet
Mobius. After the great war, the millitary was dispanded, and he was to be appointed minister of science. But he staged a coup, and using a stolen&device turned much of the population into subserviant robots.
In the video games, he's just some fat loser who never wins.
