Attempt to mollify both English Canada, which wanted to support England during the war, and French Canada, which did not. Led to the Conscription Crisis, so-called.

This has come to be a template for, particularly, but not exclusively, election promises of the Liberal Party of Canada. Generally it is a way to both promise to do something, and not to promise it at the same time.
