The Bureaucrat is a minion of Satan, whose sole purpose in life is to wear out everyone's patience. A Bureaucrat can be recognized for their affinity towards paper with pointless memoranda scribbled on it, their ability to pass the buck, and their tendency to tell you that what you want can't be done.
